Whether you’re aiming for a Bachelor’s, Master’s, or PhD degree, this fully funded opportunity allows you to pursue higher education in Moroccan universities with all major expenses covered.

In a world where many scholarships are limited by tough competition or financial gaps, this one stands out because it’s government-funded, open to a wide range of academic fields, and doesn’t require applicants to worry about tuition, accommodation, or even meals. That’s a rare combination.

Let’s break it all down so you can decide if this is the opportunity you’ve been waiting for—and how to prepare your application before the deadline on 12th June 2025.

What Is the HEC Moroccan Government Scholarship?

This scholarship is a partnership between the Moroccan Agency of International Cooperation (AMCI) and Pakistan’s Higher Education Commission (HEC). It allows eligible Pakistani and AJK nationals to study in Moroccan public universities at no cost, across a wide range of fields—from engineering and medicine to social sciences and agriculture.

The program is open for students at all three major levels of study:

  • Undergraduate (Bachelor’s)
  • Graduate (Master’s)
  • Doctorate (PhD)

So, whether you’re just finishing high school or already have a degree and are looking to continue, this could be your way into an international education experience.

What Does the Scholarship Cover?

This is a fully funded package, which means your essential academic and living costs are taken care of. Here’s what selected students can expect:

  • Full tuition fee waiver at Moroccan public universities
  • Monthly stipend to cover basic living expenses
  • Free accommodation in student housing
  • Three meals per day
  • Medical insurance
  • Support from the Moroccan government throughout your studies

This is not just an academic scholarship—it’s a life-enriching experience that removes the cost burden so you can focus entirely on learning and growth.

Fields of Study Available

Almost all major academic disciplines are available, including:

  • Medicine and Health Sciences
  • Engineering and Technology
  • Agriculture and Environmental Sciences
  • Business, Economics, and Management
  • Arts, Humanities, and Social Sciences
  • Islamic Studies and Arabic Literature

Courses are taught mostly in French, although some fields—such as Arabic literature or Islamic studies—are taught in Arabic.

If you’re not already fluent in French, don’t worry. A mandatory language upgrade course is provided during your first year to help you reach the required proficiency. But do note: failing or repeating this course is not allowed, so early language preparation is encouraged.

This opportunity is open to Pakistani and AJK nationals only. To qualify, you must meet the following criteria:
